Paying one player 1/6th of the cap for the entire team is a bad idea. I'd cap QB between 12-15 million, Brady, Brees & Manning included. The 2-14 Colts can attest to that. You can't build properly around your best player if you're paying them all that money. You're going to have teams every once in a while like the Patriots that can build a team with lesser known players, but at the same time, the Pats haven't won a Super Bowl since Brady's big pay days started coming in either. If I were the Ravens, I think I'd have to let Flacco go and trade for Alex Smith. He's a step back, not that far back, but what's the point if you can only pay one guy and lose other significant pieces to your team. At the same time, if I were Flacco, I'd take a smaller contract in the 15 million dollar range to help the team build around me. I don't understand why more QBs don't do that.
